brought a return of the 1853 constitution,
with some changes in the electoral system.
The constitution created a federal system
with a president elected by popular vote
through an electoral college, serving a
six-year term. The president is head of both
state and government and chooses the cabinet.
Argentina is a federal union of 23 provinces,
one national territory, and the Federal
District. The two-chamber Congress consists
of a 46-member senate chosen by provincial
legislatures for a nine-year term, and a
directly elected chamber of 254 deputies
serving a four-year term. Each province has
its own elected governor and legislature that
deal with matters not assigned to the federal
government.
